By merging wireless application technology and a massive online voter registration database, VoterCheck™ offers any campaign the unprecedented power to dynamically update their voter database directly from precinct polling centers.

Equipped with nothing more than web-enabled mobile phones, volunteers at precinct's across the nation access and update voter information housed on VoterCheck's secure Internet web servers. Within minutes, callers at campaign headquarters, using desktop computers and standard web browsers then access the database and within minutes, callers at campaign headquarters can access the voter database by using desktop computer and standard web browsers and can then begin contacting non-voters as part of the campaign's election day "Get Out The Vote" (GOTV) effort.

Throughout the day and evening, the campaign director logs on to the VoterCheck web site to receive up-to-minute status reports of precinct-by-precinct GOTV efforts. When the polls close, detailed reports are printed and saved for post election analysis and reporting.

Overview
The VoterCheck system is built on a technological infrastructure involving: 1) Sprint's PCS mobile phone system, 2) web-enabled phones from Nokia, Motorola and others, 3) minibrowser technology from Phone.com, and 4) new Internet protocols, including Wireless Application Protocol (WAP) and Wireless Markup Language (WML). These technologies provide the underpinnings of the VoterCheck system, making it possible to manage precinct-level 'Get Out The Vote' campaigns from anywhere in the country.

Hardware Requirements

An important advantage of VoterCheck is its minimal hardware requirements.

Each mobile volunteer requires a web-enabled phone - sometimes refered to as a WAP phone. All phones used by the volunteers must have wireless web service through one of the national wireless phone providers, such as Sprint PCS, VoiceStream, AT&T, and so on.

Increasingly, volunteers will have their own mobile phone, thus making it easier and far less costly to run a VoterCheck GOTV campaign.

A growing number of web phones are available on the market today.

On Election Day
Mobil Volunteers
  • Using either their own mobile phones, or those supplied by the campaign, volunteers are dispatched to polling centers across the city.
  • Once at the polling center, volunteers launch the web phone's minibrowser and a make connection to VoterCheck's web site.
  • To ensure confidentiality, each volunteer enters a campaign-supplied PIN number.
  • A campaign-specific voter list (e.g., registered Democrats and Independents) for each precinct appears in alphabetical order, and the volunteer checks the names of those voters who have yet to vote.
  • Once completed, volunteers notify the calling center and the campaign's GOTV outreach effort begins.

Volunteer Callers

  • Callers login to the VoterCheck secure web server using a standard web browser.
  • Each caller selects a Ward and Precinct online.
  • Non-Voter records from that precinct are then presented one at a time to callers.
  • The VoterCheck database manages call records while providing precinct-specific GOTV messages and control over callbacks.

Campaign Managers

  • Access database to obtain information on precincts and where best to direct GOTV resources late in the day
  • Following the GOTV campaign, campaign managers obtain detailed reports for use in post election evaluation and development of strategic plans in future races
